Sri Biswajit Mohanty, Chief Engineer (Retd.), Department of Water Resources, is currently serving as a Member, State Environment Impact Assessment Authority (SEIAA), Odisha with effect from 21st September, 2022. SEIAA is a statutory body constituted by the Ministry of Environment, Forest & Climate Change, Government of India, on the recommendation of the State Government. The Authority undertakes technical evaluation of projects under the Environmental (Protection) Act, 1986 and EIA notification-2006, as amended subsequently,and makes suitable recommendations for the grant of Environmental Clearance.

Sri Mohanty, a Civil Engineer from University College of Engineering, Burla, has served in various capacities in the Department of Water Resources, Government of Odisha since 1978. He superannuated from the Government service as Chief Engineer & Basin Manager,Upper Mahanadi Basin, Burla on 31 st July, 2016. During his 38 years of service, Sri Mohanty dealt with design, planning, execution and monitoring of various irrigation projects in the State, including management of the Hirakud Dam, an engineering marvel of the country and construction of the Inter-State Subarnarekha Multipurpose Project. He was also involved in preparation of EIA & EMP studies of Medium Irrigation Projects. 

After superannuation from Government service and prior to commencing his role as a Member, SEIAA, Sri Mohanty was engaged as a Consultant with the National Bank for Agriculture and Rural Development (NABARD) from September, 2016 to September, 2022. He was tasked with appraisal and monitoring of irrigation projects posed for funding under financial assistance of NABARD. Besides, he has also undertaken the Concurrent Evaluation study of LTIF (PMKSY-AIBP) projects and Impact Evaluation Study of RIDF projects executed in the state of Odisha.
